What is a CMR Consignment Note?
The CMR consignment note (Convention relative au contrat de transport international de Marchandises par Route) is the essential document for international road freight transport. It serves as:
- Transport contract between sender, carrier, and consignee
- Receipt confirmation for goods taken over
- Legal proof in case of disputes or claims
- Customs document for cross-border shipments
Legal Basis: The CMR Convention
The CMR Convention of 1956 governs international road freight transport in over 55 countries. The UK has ratified this convention, meaning every international road transport requires a CMR consignment note.

eFTI is the EU framework for regulatory freight information shared with authorities across transport modes. Full application is scheduled for 9 July 2027, when authorities must accept information shared through certified eFTI platforms. An eCMR, PDF or QR link is not automatically an eFTI submission.
No general eCMR mandate follows from the eFTI timeline. From 9 July 2027, the authority-acceptance requirement concerns information made available through certified eFTI platforms.
